Quick answer
Which Sri Lankan DMC should I use for tailor-made private tours?
Use a DMC that quotes itemised net rates, shows every component, issues white-label documents, keeps the people who quote running the trip, and puts incident handling and refund timing in writing. Zelenso works this way for private FIT programmes. For repeating coach series, a large full-service DMC may suit you better.
- Copyable client brief, ready to send to any DMC
- Illustrative itemised quote, clearly not a real net rate
- Net-to-sell calculator with margin and markup
- Who does what under UK and EU package rules
- Zelenso quote time
- Usually within 24 hours
- Quote basis
- Itemised net rates
- Avg European stay
- 10.32 days (2025)
- UK PTR changes
- 6 April 2027

Why custom Sri Lanka demand matters for agents
Custom Sri Lanka work matters because European travellers stay long enough to need real routing decisions, and package visitors have been recorded spending more per day than independent ones. Both favour an agent who adds planning value.
- Longer stays. European visitors averaged 10.32 days in 2025, against 6.36 days for Asian visitors, according to the Sri Lanka Tourism Development Authority (SLTDA). German visitors stayed 11 to 13 days, Dutch visitors 12 to 14 and French visitors about 10 to 13.
- Higher daily spend on packages. An SLTDA survey covering July 2024 to June 2025, reported by The Sunday Times in December 2025, put UK package visitors at US$263.28 a day against US$154.82 for UK individual travellers. The all-visitor average in the same reporting was US$148.26.
- A sizeable base. SLTDA counted 212,277 arrivals from the UK in 2025, 147,966 from Germany, 109,041 from France and 64,164 from the Netherlands.
2026 has been softer. From January to September, arrivals fell 0.7 percent from the UK, 9.1 percent from Germany, 10.5 percent from France and 20.8 percent from the Netherlands. The president of the Sri Lanka Association of Inbound Tour Operators (SLAITO) linked the European dip to travellers avoiding Gulf transit during regional disruption, and said he expects it to correct. Routing around that concern is itself custom work.
What custom work needs from a DMC
Custom work needs a DMC that can price each trip from its components, change it quickly, and carry the same knowledge from the quote into the trip. Those needs are different from selling a fixed programme many times over, and no single operating model suits every operator.
| Large full-service DMC | Small specialist DMC | Freelance driver-agent | |
|---|---|---|---|
| Usually suits | Coach series, MICE, big allotments, many departures | Private FIT, couples, families, small private groups | A single traveller hire, often booked direct |
| Strengths | Scale, departments, hotel buying power, depth of staff cover | Fast decisions, flexible routing, direct contact with those running the trip | Low overheads, one personal relationship |
| Trade-offs | More handovers between sales and operations are possible | Less scale and fewer staff to draw on | Few company structures to check, and cover depends on one person |
| Check first | Who is your named contact once the trip is live? | Who covers nights, weekends and absence? | Can they meet your contract and insurance requirements as organiser? |
Whichever model you lean towards, our 12-point procurement checklist for choosing a Sri Lanka DMC covers registration, insurance, finance and references. This guide assumes you have done that work and starts where the checklist stops: the first live brief.
The ideal client brief for a Sri Lanka DMC
The ideal client brief gives a DMC the dates, the people, the pace and the budget logic in one message, so the first quote is close to right. Send what you know and mark the rest as open. A short honest brief works better than a long vague one.
CLIENT BRIEF: SRI LANKA TAILOR-MADE Agency and contact: Your reference: Source market and traveller language: Quote currency (USD, GBP or EUR): TRAVELLERS Number of adults: Children and ages: Rooming (double, twin, single, family): Mobility, medical or dietary needs: DATES Arrival date, flight and time: Departure date, flight and time: Are the dates flexible? By how much? TRIP Trip type (honeymoon, family, culture, wildlife, other): Pace (relaxed, balanced, full): Must-see places and must-have experiences: Things to avoid: Beach time (nights, which coast): HOTELS AND TRANSPORT Hotel level (mid-range, boutique, luxury): Named hotels wanted or not wanted: Vehicle (sedan, van, 4x4): Driver or guide language: COMMERCIAL Target net budget per person, if you have one: Options needed (for example two hotel levels): Date you need the quote by: Date the client will decide by: DOCUMENTS Branded with your logo, unbranded, or not needed: Anything the traveller must not see:
Four fields change a Sri Lanka quote more than the others:
- Flight times. A late arrival can remove a day of touring, and the first night's location depends on it.
- Dates. Sri Lanka's two monsoons affect opposite coasts, so the month decides which beach belongs on the route. Hotel rates also move with the season, as our private tour cost guide shows.
- Pace. We plan about four hours' driving a day. A client who wants more places in fewer days needs to know what that means on the road.
- Rooming and ages. These set the vehicle (sedan, KDH van or 4x4) and the number of rooms, which drive the per-person cost.
Your clients may have a brief of their own. Our traveller guide to how tailor-made Sri Lanka tours work sets out what can be customised, and is written so that you can share it. For ideas beyond the classic route, the experiences portfolio lists our 54 experience modules.
Anatomy of an itemised net quote
An itemised net quote lists every component and its basis, so you can see what you are buying, change one line without re-pricing the trip, and defend your sell price. A single lump sum hides all of that. Here is the shape of a quote for 10 days, two travellers sharing, in shoulder season.
| Line | Public basis used here | Illustrative, per person | What a real net quote should show |
|---|---|---|---|
| Private sedan and driver, 10 days | Zelenso's public rate of US$75 a day, split between two | US$375 | Vehicle class, days, what the rate includes (fuel, tolls, driver's lodging), and any guide supplement |
| Hotels, 9 nights, 4-star, B&B | Cost guide range of US$90–200 a double room a night, shoulder season | US$405–900 | Each hotel by name, room type, board basis, season, supplements, and whether taxes and service charge are included |
| Culture-site tickets | Cost guide estimate for a 10-day route | US$80–95 | Each site, the ticket price and date checked, and who buys it |
| One half-day safari | Cost guide range: park fee plus a shared jeep | US$50–85 | Park, jeep arrangement, park fees, and the wet-weather or closure alternative |
| Illustrative land total | Sum of the lines above | US$910–1,455 | One total per option, with quote date and validity |
Beyond the lines, check that a real quote answers these points:
- Taxes and charges. Sri Lankan hotel bills can carry 18 percent VAT, a 10 percent service charge and other levies, so confirm that rates are inclusive.
- Currency and validity. Note the quote currency and how long it holds, because hotel availability is not held by a quote alone.
- Exclusions. A clear list prevents arguments later. Look for meals, tips, camera fees and early check-in.
- Alternatives. Rail is a good example. The hill-country line does not run end to end at the time of writing, so a route that uses it needs a road alternative. Our Kandy to Ella train guide has the current position.
How quote revision rounds should work
Revision rounds work well when each round changes named lines, carries a version number, and leaves a record of what the client approved. On an itemised quote, swapping one hotel should change one line, not the whole trip.
Version one: the shape
Check the route, the pace and the hotel level before debating small amounts. Ask for two hotel levels if the client's budget is unclear.Version two: the client's changes
Send every change in one list, not a stream of messages. Ask for the changed lines to be marked.Check availability
Confirm that named hotels are actually available for the dates before the client commits, and agree what happens if one is not.Final version: freeze it
One document, one version number, one total. The final version is what your contract with the traveller and the DMC's confirmation should match.
What white-label documents should cover
White-label means the traveller sees your brand, or a neutral one, on the documents they receive, while the DMC does the work behind them. Zelenso offers white-label documents: day-by-day itineraries, guest vouchers and airport arrival boards, branded with your name and logo or left unbranded.
| Document | Traveller sees | Check before issue |
|---|---|---|
| Day-by-day itinerary | Your logo, or none | It matches the final quote version; no net prices; drive times and hotel names are correct |
| Guest vouchers | Your logo, or none | Hotel name, dates, room type and board basis; how a hotel will treat the voucher |
| Airport arrival board | Your name, or the client's name | Flight number and the name the traveller expects to see |
| Contact sheet | The numbers you approve | Your emergency number and the in-country line, and how each is labelled |
White-label has honest limits. Hotels, drivers and park staff all deal with the DMC, so a traveller may see or hear the supplier's name somewhere. Agree the wording: how the driver introduces themselves, whose name goes on the arrival board, and how the 24/7 line is described. Client ownership and non-solicitation belong in your written agreement, not in an assumption.
Margin vs markup: what is the difference?
Margin is profit as a share of the sell price; markup is profit as a share of the net cost. Mixing them up undercharges you. To reach a 25 percent margin you need a 33.33 percent markup.
Worked example, using the midpoint of the illustrative range above: a net cost of US$1,185.00 per person, for 2 travellers.
| Method | Sell per person | Total sell | Gross profit | True margin | True markup |
|---|---|---|---|---|---|
| 25% margin | US$1,580.00 | US$3,160.00 | US$790.00 | 25% | 33.33% |
| 25% markup | US$1,481.25 | US$2,962.50 | US$592.50 | 20% | 25% |
The gap is US$197.50 on this one booking. Sell price = net ÷ (1 − margin). Markup equivalent = margin ÷ (1 − margin).
| Target margin | Markup needed | Sell per person |
|---|---|---|
| 10% | 11.11% | US$1,316.67 |
| 15% | 17.65% | US$1,394.12 |
| 20% | 25% | US$1,481.25 |
| 25% | 33.33% | US$1,580.00 |
| 30% | 42.86% | US$1,692.86 |
| 35% | 53.85% | US$1,823.08 |
| 40% | 66.67% | US$1,975.00 |
Net-to-sell calculator
Enter a net cost per person, choose margin or markup, and the calculator gives the sell price, profit and equivalent percentage. It opens with the worked example above. Use it with your own figures once you have a real quote.
- Sell price per person
- US$1,580.00
- Total sell
- US$3,160.00
- Total net cost
- US$2,370.00
- Gross profit
- US$790.00
- Equivalent markup
- 33.33%
All figures are before tax, and a sell price is rounded to the cent or penny before totals are worked out. This is arithmetic only: it uses no Zelenso rates, and nothing you enter leaves your browser.
Running the trip: an escalation route that works
A custom trip runs well when everyone knows who solves what, and when you hear about a problem before your client complains. Agree a simple escalation route before arrival. This is a model to adapt, not a promise of fixed times.
| Level | Example | Who acts | Who is told |
|---|---|---|---|
| 1. On the spot | Room not as booked, late start | Driver or guide with the hotel | DMC operations |
| 2. Same day | Hotel swap, route change, closed road | DMC operations | Your office, by the agreed route |
| 3. Urgent | Illness, road accident, lost passport | DMC duty contact and your emergency contact together | You at once, then insurer and family as your procedure requires |
| 4. After the trip | Complaint or claim | You lead, as the traveller's contract holder | DMC supplies a written account |
With Zelenso, travellers have a 24/7 WhatsApp line to our team, and the people who quote are the people who run the trip, so the file does not change hands at confirmation. Ask us to agree a written incident reporting route for your clients, including who contacts you out of office hours. Trips run with zero forced shopping, and no captive-elephant riding, which you can state in your own materials and hold us to.
Duty of care: what the organiser and the DMC each do
If you sell a tailor-made Sri Lanka trip as a package, the law looks first to you as organiser, whoever performs the services, and your DMC contract is where you pass practical duties down the line. This section is general information, not legal advice. Check your position with your trade body or lawyer.
Three points agents often miss
- Tailor-made can still be a package. UK regulation 2(5)(a) covers services combined "at the request of, or in accordance with, the selection of the traveller". A package needs at least two types of travel service, so a land programme with hotels and a private vehicle may qualify without flights.
- Being "only the agent" may not help in the EU. Under Article 20 of Directive 2015/2302, where the organiser is outside the EEA, a retailer in a Member State takes on organiser obligations under Chapters IV and V unless it shows that the organiser complies.
- UK rules change for contracts from 6 April 2027. SI 2026/455 removes linked travel arrangements and widens the package definition. ABTA notes that separate services sold in one visit or contact can become packages.
| Duty | Legal hook | Organiser | DMC, by contract |
|---|---|---|---|
| Performance of the trip | EU Art. 13; UK reg. 15 | Responsible to the traveller for all services | Delivers to the agreed specification and reports failures |
| Help in difficulty | EU Art. 16; UK reg. 18 | Must give appropriate assistance without undue delay | Local help: hospitals, consular contacts, rebooking, communication |
| Insolvency protection | EU Art. 17; UK PTRs | Arranges protection for payments it takes | Payment dates that fit those arrangements |
| Recovering costs | EU Art. 22; UK reg. 29B from 6 Apr 2027 | Has a right of redress against third parties that contributed | Indemnities, insurance and records that support a claim |
| Supplier refunds | UK reg. 29A from 6 Apr 2027 | Passes refunds on to the traveller | Refunds the organiser within 14 days where a service is cancelled or not performed |
For Zelenso, terms are agreed per partner and written into a partner agreement, including refund timing. We do not state insurance levels or SLTDA status in this guide: ask us for the documents, and use the checklist's list of evidence to request.
Zelenso's partner workflow, step by step

When Zelenso is not the right partner
Zelenso is not the right partner for every programme: our trade offer is built around private trips, and some operators will be better served elsewhere. Here is where we would suggest you look at other options, or test us harder first.
- Repeating coach series. Our travel trade page describes our focus as private FIT and small groups of 1 to 16. Our large group tours guide describes programmes for 40 to 200+ travellers, using contracted coach fleets and hotel room blocks. If you need a coach series with many departures, treat that guide as a description of how such work is organised, and ask for specifics: coach suppliers, room allotments and staffing. A large full-service DMC may be the better fit.
- Scheduled joiner departures. We do not operate seat-in-coach or joiner tours.
- Flight-inclusive supply. We do not sell international flights, so you would arrange them.
- Certification as a requirement. We do not hold a sustainability certification today. If your policy requires one, we do not meet it.
- Gross pricing. We quote net. If you need commissionable gross prices, tell us early, or choose a supplier built around them.
- Documents we cannot supply. If your procurement needs a document we cannot produce when you ask, stop there. Do not make an exception for us.
Many operators use more than one DMC: a large partner for series and a smaller one for private work. That is a sensible arrangement, and we are happy to be considered for the private side alone.
Frequently asked questions
Which Sri Lankan DMC should I use for tailor-made private tours?
Choose by operating model and evidence. For private FIT trips, look for itemised net quotes, white-label documents, a clear incident route and direct access to the people running the trip. Zelenso works this way. Test any shortlisted DMC with a real client brief and compare the quotes line by line.
What is the best Sri Lanka DMC for private tailor-made itineraries?
We know of no independent ranking that settles this, and we would not ask you to take a supplier's word for it, including ours. The right DMC depends on your volume, source market and product. Use our 12-point checklist to shortlist, then send each candidate the same brief.
Which Sri Lanka inbound tour operators work on net rates?
Net-rate quoting is common among Sri Lankan DMCs, though some work on gross prices with commission. Zelenso quotes on net rates with each component itemised, usually within 24 hours. Confidential net rates are available on request to travel agents and tour operators.
Is there a Sri Lanka DMC with no forced shopping stops?
Zelenso runs trips with zero forced shopping. Whichever DMC you use, do not rely on a website promise: write the rule into the partner agreement, include it in the driver's instructions, and ask travellers about it in your post-trip feedback.
What is the difference between margin and markup?
Margin is profit as a share of the sell price. Markup is profit as a share of the net cost. A 25 percent margin needs a 33.33 percent markup. Adding 25 percent to the net cost gives only a 20 percent margin.
Is a tailor-made land programme a package under UK or EU rules?
It can be. Services combined at the traveller's request or selection are covered, and flights are not required: two types of travel service for the same trip can be enough. Whether your sale is a package depends on the facts, so take advice from your trade body or lawyer.
Does TOMS apply to a UK agent selling Sri Lanka?
It may. HMRC says businesses buying in travel and reselling it in their own name, as principal or undisclosed agent, must account under the Tour Operators' Margin Scheme. Disclosed agents are generally outside it. Ask your accountant how your contracts work, because this guide's calculator is before tax.
When is a large DMC a better fit than a small specialist?
A large full-service DMC is often the better fit for repeating coach series, big allotments and programmes needing extensive in-house departments. A small specialist tends to suit private FIT work where decisions are quick and the same people quote and run the trip. Many operators use one of each.
